Southwestern Elementary
Parent - Teacher Organization
ARTICLE I. NAME
The name of this organization shall be the Southwestern Elementary Parent-Teacher Organization.
ARTICLE II. OBJECTIVES
The objectives of this organization shall be:
To promote the welfare of children in home, school, and community.
To inspire parents and children to raise the standards of their home life.
To promote adequate laws for the care and protection of children.
To bring into a closer relationship, the home and the school; that parents and Teachers may cooperate intelligently and with wisdom in the training of the child.
To develop in the community such united efforts and will secure for every child the greatest advantages and highest standards in physical, mental, social, moral, and spiritual education.
ARTICLE III. POLICIES
The purpose of this organization shall be educational and shall be achieved through the above objectives with the efforts of students, teachers, and the community.
ARTICLE IV. MEMBERSHIP AND DUES
Section 1. All parents, teachers; guardians, and persons interested in the objectives of the Southwestern Elementary PTO; who are willing to uphold its policies and by laws may become a member( s) upon payment of annual dues.
Section 2. The annual dues shall be all inclusive and shall be' one dollar ($1.00) per person or one dollar ($1.00) per family and or guardian per school year.
Section 3. An annual enrollment of members shall be conducted at the beginning of each school year. Payment of dues may be made at any stated meeting.
ARTICLE V. OFFICERS AND THEIR ELECTION
Section 1 . The officers of the organization shall consist of one (1) President, one (1) Vice-President, one (1) Secretary and one (1) Treasurer.
Section 2. There shall be a nominating committee consisting of three (3) members appointed by the present officers. This committee shall present a slate of officers at the March meeting.
Section 3. Officers shall be elected in April for the ensuing school year, and election shall be held in the following manner:
A. Each office should have at least two (2) nominations, with the nominee's consent. Additional nominations may be made from the floor.
B. Vote shall be by secret ballot.
C. Officers shall be installed at the stated May meeting.
D. A person shall not be eligible to serve more than tow (2) consecutive terms in the same office.
E. No person may be an officer unless he or she is a member in good standing.
Section 4. A vacancy occurring in any office shall be filled by a vote of the members of the organization at the next regular meeting, due notice of such election having been given.
Section 5. The officers shall assume their duties upon their installation.
ARTICLE VI. OFFICERS AND THEIR DUTIES
Section 1. The President should preside at all meetings of the PTO and of the Executive Committee; shall perform such duties as may be prescribed in these by laws; and shall coordinate/delegate the work of the officers and committees in order that the objectives may be promoted.
Section 2. The Vice-President shall aid the President and shall perform the duties of the President in the absence or inability of that officer to serve.
Section 3. The secretary shall record the minutes of all meetings of the organization and of the executive committee.
Section 4. The Treasurer shall receive all monies of the organization; shall keep an accurate record of the receipts and expenditures; and shall payout funds after the approval of the organization and in accordance with the budget. The Treasurer shall present a full financial report, check register, and bank statement at every executive meeting. The Treasurer's accounts shall be examined annually by an Auditing Committee of not less than three (3) members; who, satisfied that the Treasurer's annual report is correct, shall sign a statement to that fact at the end of the report. The Auditing Committee shall be appointed by the President and shall report to the membership before the installation of officers.
Section 5. All officers shall deliver all official material to their successors upon the installation of the new officers.

Officers and their duties

ARTICLE VII. EXECUTIVE COMMITTEE
Section 1. The Executive Committee shall consist of the organization's officers, the chairmen and co-chairmen of the standing committees, and the Principal.
Section 2. Meetings of the Executive Committee shall be as called by the President. A quorum of five (5) shall be required with a minimum of three (3) attending being officers and one (1) or two (2) chairmen. Special meetings may be called by the President as the need arises.
Section 3. Regular meetings of the Executive Committee shall be held monthly during the school year or as deemed necessary by the committee.
Section 4. The duties of the Executive Committee shall be:
To transact necessary business in the intervals between PTO meetings and other such business as may be referred to it by the President, standing committees or the normal business of the organization.
To approve the plans of the standing committees and create other committees when the need arises.
To present a report at the regular meetings of the organization, if deemed necessary by the president.
To prepare and submit to the membership for approval, a budget for the school year.
To approve bills within the limits of the budget.
The President shall have his or her name on the signature card, along with the Treasurer at the bank, so that in the event of illness or resignation of the Treasurer, business can be transacted by the organization as usual.
ARTICLE VIII. STANDING COMMITTEES
Section 1. Such standing committees shall be created by the Executive Committee as may be required to promote the objectives and interests of the PTO. Their term of office shall be one (1) year.
Section 2. The chairmen of all standing committees shall present plans of work to the Executive Committee. No committee work shall be undertaken without the approval of the Executive Committee.
Section 3. No member shall be a-chairman of more than one (1) standing committee; however, a member may serve on more than one (1) committee.
Section 4. The standing committees and their duties are as follows:
By Laws - The By Laws Committee shall install officers, shall serve as parliamentarians, using PTO rules of order and shall evaluate the By Laws on a yearly basis. This committee should consist of a chairman and three (3) members.
Liaison - The Liaison Committee should attend and or receive minutes of all public meetings of the Southwestern Consolidated School Board and shall distribute copies of monthly meeting minutes to members of the Executive Committee. This committee shall consist of a chairman and two (2) members.
Ways And Means - This committee shall originate and organize all fund raising projects for the organization. This committee shall meet before the end of the current school year to begin plans for the upcoming Fall Fair and to designate members responsible for donations over the summer. This shall be presented at the first new PTO Executive Meeting. The chairman shall present plans of work to the Executive Committee. No work shall be undertaken without the approval of the Executive Committee. This committee should consist of a chairman and co-chairman and at least five (5) members.
Handbook - This committee shall arrange the PTO handbook for the organization and for the school and shall organize a procedural handbook for standing committees with the approval of the Executive Committee. This committee should consist of a chairman and three (3) members.
Program - This committee shall arrange the programs for the organization and for the school with the approval of the Executive Committee. This committee shall, on a regular basis, submit to local media the activities of the PTO. This committee should consist of a chairman and three (3) members.
Membership - This committee shall enroll new members at the beginning and during each school year. This committee should consist of a chairman and two (2) members.
Room Representatives - This committee shall direct the activities of the room parents. This committee should consist of a chairman and two (2) members, one member from the primary and one member from the intermediate grade levels.
Historian - This committee shall be responsible for accumulating and documenting historically significant materials. This committee should consist of a chairman and two (2) members.
Nominating: - This committee shall slate members of the PTO for officers in accordance with Article V. Section 2 of the By Laws.
Auditing - This committee shall function according to Article VI. Section 4 of the By Laws.
Curriculum - This committee shall undertake an annual evaluation of all aspects of the educational program at Southwestern Elementary School, and shall make recommendations to the Executive Committee. This committee should consist of nine (9) members, including a parent from each grade level and one teacher for the primary and one from the intermediate grade levels.
Section 5. All chairman or assigned members of the committees shall report to the President and/or Executive Committee. When directed by the President, they will report to the membership during a meeting.
ARTICLE IX. MEETINGS
Section 1. A regular meeting of this organization shall be held once a month of the school year unless otherwise decided by the Executive Committee or by the membership. Ten (10) days notice shall be given the membership of the event of a change of date. Notice to membership shall be given prior to each meeting, when possible.
Section 2. The last regular meeting of the school year is the time when annual reports shall be made and the newly elected officers hall take office.
Section 3. Special meetings of the PTO may be called by the Executive Committee, by giving five (5) days notice.
Section 4. Any issues to be voted on must be stated and sent home in Friday Folders prior to the upcoming PTO meeting.
Section 5. Introducing motions, debating, and voting shall be limited to members of the PTO whose current membership has been registered with the membership chairman. That record shall be available at every meeting.
ARTICLE X. AMENDMENTS
Section 1. These By-Laws may be amended at the recommendation of the By-Laws Committee at any regular meeting of the Organization by a two-thirds (2/3) vote of the members present, provided notice of the proposed amendment shall have been given.
Section 2. Any amendment or revision shall be come effective upon acceptance by the vote of the membership.
